Rapper Rick Ross has medical scare on flight

Rapper Rick Ross was in?the midst of a serious health scare on Friday, according to TMZ.

The website reports that Ross was on a Delta Air Lines flight from Fort Lauderdale, Fla., to Memphis, Tenn.,?when he?suffered a seizure and lost consciousness. The plane was forced to make an emergency landing at Fort Lauderdale-Hollywood International Airport and Ross was being tended to by emergency workers at the airport when he landed.

"Members of Rick's entourage are standing by, some of them extremely emotionally upset," TMZ reported at the time.

Update 11:50 a.m. PT: The Associated Press reports that Ross was traveling to perform later Friday at the University of Memphis basketball team's "Midnight Madness" event and that?a Memphis official says Ross called and promised he would still make it.

Update 11 a.m. PT: Rapper Wale, a friend of Ross's, tweeted that he talked to Ross and says he is "100 pct ok." TMZ reports that Ross has been transported to a hospital.

It's not even Halloween yet, but as far as Justin Bieber is concerned, it's never too early to kick off the holiday season.

On Tuesday, October 18, at 7:54 p.m. ET/PT, Bieber will take over MTV to premiere the brand-new video for "Mistletoe," the first single from his upcoming holiday album Under the Mistletoe (due November 1). The clip, directed by Roman White (who did JB's "One Less Lonely Girl" video) was shot in Franklin, Tennessee, and features Justin in his holiday finest, not to mention a whole lot of actual snow.

And then, immediately following the "Mistletoe" premiere, Bieber will sit down for a 30-minute interview about the video, his new album and his holiday plans. The interview will stream live on MTV.com , and the True Beliebers can get in on the action starting now, by submitting text or video questions via Twitter, using the hashtag #AskBieber.

"Mistletoe" is the debut single from Bieber's first holiday album, which features his take on favorites like "Santa Claus Is Coming to Town" and "Little Drummer Boy," plus originals and cameos from heavyweights like Usher, Busta Rhymes, Boyz II Men, the Band Perry and, on an updated take of the Mariah Carey standard "All I Want for Christmas," none other than Carey herself.

Bieber premiered "Mistletoe" earlier this month to an audience in Rio de Janeiro, Brazil, saying, "This is the first time anywhere in the world that I'm playing this, so this is special. This is just for you."

'Tis the season for giving, after all.

FDA, Medicare to review medical devices in tandem (Reuters)

(Reuters) ? U.S. health officials are launching a trial of a program meant to speed up Medicare payment decisions for new medical devices.

The Food and Drug Administration, which regulates the safety and effectiveness of the devices, will review new products in parallel with the Centers for Medicare and Medicaid Services, the agencies said on Friday.

The pilot program could help device makers avoid situations in which they receive FDA approval only to discover that their products fail to win coverage under Medicare, the federal insurance program for the elderly.

Currently, Medicare often does not begin its reviews until the FDA -- which is not supposed to take cost into consideration -- approves the products. A Medicare coverage decision can make or break a medical product.

"The parallel review program has the potential to increase patient access to innovative devices that improve clinical outcomes," CMS Chief Medical Officer Dr. Patrick Conway said in a statement. "Our goal is to reduce regulatory burden and improve patient outcomes."

The Advanced Medical Technology Association (Advamed), which represents device makers, said it was still looking at the program's details but supported any effort to boost timely reviews that are more predictable and efficient.

"However, we believe it is important to preserve the currently separate and distinct regulatory missions of FDA and CMS to ensure that each agency does not influence the functions and decisions of the other and to ensure the confidentiality of all proprietary information provided by manufacturers," Ann-Marie Lynch, Advamed's executive vice president for payment and healthcare delivery policy, said in a statement.

The FDA and the CMS said the "parallel review" process will not change their distinct standards. The agencies on Friday began accepting submissions for participation in the pilot program, which is voluntary and was proposed in September 2010.

Taiwan and Japan sign investment pact (AP)

TAIPEI, Taiwan ? Taiwan and Japan signed an arrangement Thursday to bolster mutual investment despite their lack of formal diplomatic ties.

The deal comes amid steadily improving ties between the sides. Relations hit a trough at the beginning of Taiwanese President Ma Ying-jeou's term in office, but have blossomed in recent months, particularly after Taiwan extended substantial aid to Japan in the wake of the devastating earthquake and tsunami that hit the country in March.

Taiwanese Vice Economics Minister Hwang Jung-chiou said the arrangement is expected to help Taiwan lure more investment from Japan, including from companies considering moving production overseas to avoid supply chain disruptions caused by the March disaster.

"Japan has been the biggest source of technology for our industries," Hwang said. "Many of the big Japanese corporations have already invested here, but with the arrangement, we can attract those who were not as enthusiastic before, such as makers of machinery components, chemical materials, and biotechnology."

Taiwan's East Asia Relations Commission Chairman Peng Run-tsu signed the new agreement with his Japanese counterpart Mitsuo Ohashi, chairman of the Japan Interchange Association.

The deal is not expected to draw protests from China, which claims sovereignty over Taiwan but has improved its own ties with its rival in recent years. The two sides split amid civil war in 1949.

Last year, China signed a landmark deal to offer tariff cuts for hundreds of Taiwan-made goods. Taiwanese officials say Japanese corporations may be lured to invest on the island to get access to the same preferential tariffs when exporting to China.

Hwang said Japanese investment in Taiwan has increased over the past two years, and that bilateral trade totaled nearly $70 billion in 2010.

Under the arrangement signed Thursday, companies from the two sides can enjoy the same benefits as local counterparts when investing in each other's territories.

Both governments will be obligated to assure the free movement of money by their companies to the other side. Investment disputes can also be resolved by international arbitration agencies.

Tokyo switched recognition from Taipei to Beijing in 1972.

Hwang said the two sides will also consider the signing of a more comprehensive free trade agreement, which would involve liberalization of the service sector and removing remaining import and export barriers.
