Pulsars represent the very last stages of star formation. They are rapidly rotating neutron stars the size of a small city which emit a highly focused beam of radio waves. As the star rotates, the beam sweeps over the earth like the beam of light from a lighthouse and radio telescopes detect a regular signal which seems to pulsate: thus the name pulsar.
With the newly discovered pulsar, which is known as PSR J1719-1438, the astronomers noticed a regular modulation in the arrival times of the signals. This "disturbance" is caused by the gravitation of a low-mass companion. The type of modulation tells the researchers quite a lot about the small celestial body: it has a diameter of only 60,000 kilometres and is therefore half as big as Jupiter. It orbits the pulsar in just two hours and ten minutes, at a distance of 600,000 kilometres that's only slightly less than the radius of our sun. Thus the planet orbits so close to the pulsar that its gravity should really rip it apart.
"The density of the planet is at least as great as that of platinum; this tells us a lot about its origin," says the team leader, Matthew Bailes from Swinburne University of Technology in
Australia. The scientists believe that the companion planet is the tiny core of a once-massive star. It only just managed to escape destruction as the rest of its material was being siphoned off by the pulsar.
J1719-1438 is an extremely rapidly rotating type of neutron star, which is known as a millisecond pulsar. It spins around its own axis more than 10,000 times per minute, has 1.4 times the mass of the sun, but a radius of only 20 kilometres or so. Around 70 percent of pulsars have partners of various types. The astronomers suspect that it is these companions which transfer mass when they are still stars and thus accelerate an old, slowly rotating pulsar to a very high orbital speed. The result is a rapidly rotating millisecond pulsar with a companion whose mass is greatly diminished - often a white dwarf.
In PSR J1719-1438 the pair is so close together that the companion can only be a white dwarf with greatly reduced mass which has lost all its outer layers and more than 99.9 percent of its original mass. The remnant must consist predominantly of carbon and oxygen because lighter elements, such as hydrogen and helium, cannot explain the data obtained from the observations. The density derived leads to the conclusion that the material is certain to be in a crystalline state; a large part of the star could therefore have a diamond-like structure.
"The ultimate fate of this binary star depends on the mass and orbital period of the donor star at the time the mass was transferred. The rare occurrence of millisecond pulsars with planet-mass companions means that the formation of such exotic planets is the exception rather than the rule, and requires a combination of special circumstances," says Benjamin Stappers from the University of Manchester.
The data on the pulsar-planet pair were confirmed with follow-up observations with the Lovell radio telescope in Great Britain and one of the two Keck telescopes on Hawaii. The system is around 4,000 light years away towards the Serpens (Serpent) constellation in the plane of our Milky Way. The pulsar itself was identified among a total of 200,000 gigabytes of data with the help of special analytical programs on supercomputers at Swinburne University of Technology, the University of Manchester and the INAF-Osservatorio Astronomico di Cagliari on Sardinia.
The project is part of a systematic search for pulsars in the entire firmament in which the 100-metre Effelsberg radio telescope, belonging to the Max Planck Institute for Radio Astronomy, contributes measurements in the northern hemisphere. "What we have here is the largest and most sensitive mapping of pulsars in the whole sky ever conducted," says Michael Kramer, Director at the Max Planck Institute in Bonn. "We anticipate a series of exciting new findings with this programme. It is good to see that a start has already been made and more will follow. CORAL GABLES, Fla. ? Quarterback Jacory Harris and 11 other Miami players who accepted extra benefits from former booster Nevin Shapiro will be allowed by the NCAA to play again, the first sanctions in a scandal that continues to overshadow the Hurricanes.
Of those, eight will miss at least one game, and all 12 must pay restitution.
The harshest penalties handed down Tuesday were reserved for those who took gifts from Shapiro while being recruited. Defensive lineman Olivier Vernon will sit out six games, while Ray Ray Armstrong ? considered among the nation's top safeties ? and tight end Dyron Dye will miss four games apiece. Among the players sanctioned, only Vernon will miss more than one Atlantic Coast Conference game.
"I think it was probably fair," Miami coach Al Golden told The Associated Press Tuesday night. "Clearly, whatever transpired, it wasn't as over-the-top as everybody was initially reporting and all of those things. The NCAA and the university felt there was mistakes made ... and I've accepted that. And now we're moving forward."
Miami opens its season at Maryland on Monday night.
The Hurricanes still might face many more sanctions as the NCAA's investigation into Miami's compliance practices continues. And with Tuesday's ruling, the school has joined a growing list of schools with major football programs to be investigated by the NCAA for rule-breaking in the past 18 months. Others include Southern California, Ohio State, Auburn, Oregon, Michigan, North Carolina, Georgia Tech and LSU.
"Our members have continually stressed that involvement of third parties during recruitment will not be tolerated," NCAA vice president of academic and membership affairs Kevin Lennon said.
Harris, Sean Spence, Travis Benjamin, Marcus Forston and Adewale Ojomo ? all of whom were likely starters ? must sit out one game and make restitution for accepting benefits after enrolling at the school. Four other players must repay small amounts, all under $100, but will not miss any games.
"They understand that their actions demand consequences," Miami athletic director Shawn Eichorst said.
A 13th player, Marcus Robinson, was vindicated of wrongdoing, the university said.
The players who have to miss games may practice with the team even while they are unable to play.
"It's nice to have it out there now," Miami center Tyler Horn said. "There's no suspense in the air. We know what we have. We know what we're taking to Maryland. We have a lot of very talented players that we're taking to Maryland, and we're going up there to do our best. I wasn't too worried about it. I knew things would take care of themselves."
As Golden arrived at a fan gathering Tuesday night, he was greeted by dozens chanting his last name. Golden acknowledged them with a wave.
"I'm relieved," Golden said. "I think that's a fair assessment."
The NCAA's ruling means Stephen Morris ? who led Miami past the Terrapins last season ? will be at quarterback for the Hurricanes to start the season. Harris, Spence, Benjamin, Forston and Ojomo all will be eligible to play when Miami hosts Ohio State on Sept. 17.
"They'll still be motivating us," said Joel Figueroa, named Miami's left tackle earlier Tuesday. "We're going to welcome them back with open arms, and we know they'll be ready to perform when the time comes."
The process of evaluating the eligibility of Miami student-athletes might not be over yet. Miami President Donna Shalala revealed last week that university compliance personnel were investigating 15 student-athletes. Of those, 13 were addressed by Tuesday's football decisions. A 14th is believed to be basketball player DeQuan Jones, who was also implicated by Shapiro's claims to Yahoo Sports. The identity of the 15th is unknown.
It may be senior wide receiver Aldarius Johnson ? who was also implicated by Shapiro, but not named in Tuesday's NCAA statement. Golden said Tuesday afternoon, as the NCAA news was being announced, that Johnson is suspended indefinitely for a violation of team rules.
"We clearly have identified what our travel team is now," Golden said. "Everybody's going to get their roles (Wednesday) and by 7 a.m. we're going to be back on the practice field. That's been kind of our sanctum anyway. That's been the safest place for us this whole time."
The NCAA said Vernon must sit six games and repay more than $1,200 because as a recruit he accepted things such as access to Shapiro's suite at a Miami home game, drinks and cover charges at two different nightclubs. Shapiro, who told Yahoo Sports for a story published Aug. 16 that he provided benefits to 72 Miami players and recruits over an eight-year span, has even said that he made a $1,000 donation to Vernon's high school booster club.
Armstrong must repay $788, the believed worth of his extra benefits, while Dye will pay back $738.
"The student-athletes involved have acknowledged receiving improper benefits and will now be responsible for restitution," Eichorst said.
Forston, the NCAA said, received more than $400 in things such as "athletic equipment, meals, nightclub cover charges and entertainment at a gentleman's club." Spence received about $275 in benefits, Ojomo $240, Benjamin more than $150 and Harris more than $140.
Brandon McGee, JoJo Nicholas, Vaughn Telemaque and Micanor Regis all must pay less than $100 for taking various impermissible benefits. Regis was not one of the players Shapiro said accepted benefits. The sanctions of those four players were announced by the university, which is operating a joint investigation with the NCAA.
"I'm glad that chapter is closed," Golden said. "I'm proud of our guys. I think they were, from every report I've gotten, were honest and forthright. And now we get ready for the University of Maryland."
JERUSALEM ? A Palestinian attacker wounded seven Israelis near a Tel Aviv nightclub early Monday, hitting a police checkpoint with a stolen taxi and then stabbing others, police said.
The attacker was a Palestinian in his twenties from the city of Nablus, according to Israeli police spokeswoman Luba Samri.
Just before 2 a.m., the attacker stole a taxi in south Tel Aviv and then drove into a police checkpoint securing the street near a popular nightclub, she said.
He then got out of the car and stabbed passers-by, she said, while shouting "Allahu akbar" ? Arabic for "God is great," a phrase often used as a battle-cry by Islamic militants.
The wounded included four policemen and three civilians, Samri said.
The attacker was arrested. He was injured and was taken to a hospital.
No further details were immediately available.

Rick Perry holds a comfortable lead in the race for the Republican presidential nomination. He has displaced Mitt Romney as the frontrunner and is pulling away from the pack, according to a national CNN/Opinion Research Corporation poll released Monday.
Perry leads the field with 27 percent of the vote, followed by Romney with 14 percent. Sarah Palin has 10 percent, and Rudy Giuliani and Michele Bachmann are tied with 9 percent. Remove the as-yet-undeclared Palin and Giuliani, and Perry jumps to 32 percent of the vote.?Romney and Bachmann boast similar gains ? getting 18 and 12 percent of the vote, respectively. The Texas governor?s appeal cuts across various demographics within the group of likely Republican primary voters. He leads among independent voters with 26 percent of the vote, compared to 14 percent for Sarah Palin and 13 percent for Mitt Romney. He leads among those who identify themselves as Republicans. Perry is the favorite of moderates with 18 percent compared to Sarah Palin?s 15 percent and Romney?s 11 percent, and he has a large lead among conservatives.

The results confirm what other polls from the past week have shown: Since his announcement, Perry has rocketed to the top of the GOP field. Bachmann, on the other hand, appears to be falling out of top tier.

That finding represents a slight decline in support for the president. From December of 2010 through mid-July of 2011, support for Obama as the nominee remained above 76 percent, and support for a primary challenge never topped 23 percent. In August of 2011, those numbers shifted to just 70 percent saying they supported Obama?s renomination, and 28 percent saying that they supported a challenger.
The poll is based on live telephone interviews with 1,017 American adults nationwide from August 24 through August 25. There were 467 Republicans surveyed. The margin of error for that sample is plus or minus 4.5 percentage points. The sample of 463 Democrats has the same margin of error.

They said 10 to 14 police officers slapped, kicked and beat Benedict Sannoh, a West African, at Juba's South Sudan hotel on Saturday morning after he refused to let them examine his personal belongings, according to several UN sources.
He was then put into a vehicle and "forced to sit while other police (kicked) him," according to an internal UN security document seen by Reuters.
"We've taken note of this incident. It's a violation of our agreement with the government of South Sudan," UNMISS spokesman Aleem Siddique told Reuters.
"UNMISS is conducting an investigation into the incident."
It was not clear if the assault was related to his work as director of human rights at the United Nations Mission in the Republic of South Sudan. The police spokesman was not immediately able to comment.
After being briefly detained in a cell, Sannoh was taken back to the hotel, where his room was searched. He was later taken to a U.N. hospital.
South Sudan won independence from Sudan on July 9 following a January referendum agreed under a 2005 ceasefire which ended decades of civil war.
The new nation is attempting to transform its rebel army into a disciplined security force but is frequently accused of abuses, even within its own recruitment program.

Researchers are developing prototype shoes that harvest energy as their wearers walk around. The energy captured is enough to power portable gadgets such as cell phones.

Going on a power walk could soon do more than blow off steam; it could recharge your cell phone and other portable electronics, according to engineers working on a new way to harvest the mechanical energy in the human gait.
The concept is called reverse electrowetting. It uses a micro-fluidic device consisting of thousands of micro-droplets that move past a novel nanotechnology-based thin film. This motion of the droplets is converted into an electrical current.
"The normal way of using the harvester would be couple it with a tiny, rechargeable battery not unlike the ones which we have in cell phones," Tom Krupenkin, an engineering researcher at the University of Wisconsin-Madison, explained to me on Tuesday.
"That thing would accumulate the energy you generate while walking and would provide you this energy whenever you need it."
He and colleague Ashley Taylor reveal the details of how this works this week in the journal Nature Communications and are now at work commercializing the technology with electricity harvesting shoes though their company Instep Nanopower.
Power walkers The market for the technology, according to Krupenkin, is huge. Potential customers range from military personnel who now carry 20 pounds of batteries in the field to keep their gadgets running to people in developing countries who have inadequate access to electrical grids for recharging their cell phones.
These users would likely just plug their devices into a tiny USB port in their shoes, happy enough to have a charge that they are not too bothered by wires snaking around their bodies. In countries like the U.S., though, wires coming out of footwear could be a fashion faux pas that's a step too far.
"I wouldn't like that idea myself," Krupenkin noted.
To get around the problem, he and Taylor envision equipping their footwear with tiny mobile hotspots that are?powered by?the electricity-generating shoes. The hotspot doesn?t charge your phone, but rather allows you to keep your phone in a low power state using technology such as Bluetooth.
The lion's share of cell phone battery drain,?Krupenkin noted, is due to transmitting and receiving data over long range RF communications. The mobile hotspot does this task, allowing the phone to use the power sipping technology.
Relieved of having to communicate over long distances, "the battery of that device would last much, much longer," Krupenkin said. "Like a cell phone battery that lasts literally for a month instead of a day or two."
Technology improvement? The idea of harvesting energy from moving bodies isn't new, though most attempts such as vibrating plates or piezoelectric materials only produce a few milliwatts of power. A person wearing the electricity harvesting shoes, the researchers say, could generate up to 20 watts of electrical power.
Other ideas such as a backpack that generates electricity as it bounces up on down while a person walks along produces several watts, but "you have to carry a very heavy backpack," Krupenkin said.
"Our technology is you have to carry your own weight anyway and your own weight is very substantial ? but unlike the backpack, it is not extra weight, it is the weight that you have."
In concept, he noted, the shoes would not be noticeably different from what people wear around today. Of course, he added, taking a concept from the lab to the street is a bigger challenge than just inventing a new technology and proving that it works.
"Footwear is a very complex blend of art, engineering, biology, and things like that," Krupenkin said. "Creating good footwear is tricky and requires special knowledge and experience,"
The researchers are hoping to pair their power harvesting technology with a footwear company that has this expertise. That means people itching to get their hands on these shoes will have to wait at least a couple of years.

SINGAPORE/BEIJING (Reuters) ? UBS cut its 2011 and 2012 growth forecasts for China on Thursday to reflect weaker growth prospects in developed economies, saying the central bank may relax policy if the world's second-largest economy falters.
UBS now expects 2011 gross domestic product growth of 9 percent, down from its earlier projection of 9.3 percent. For 2012, it sees GDP growth of 8.3 percent, down from its previous forecast of 9 percent, it said in a report.
"This downward revision reflects much weaker growth prospects in developed economies," Tao Wang, the bank's China economist, said in the report.
"A significant drop in export growth, which could start in the fourth-quarter of 2011, is also expected to affect manufacturing investment and consumption," Wang said.
UBS has lowered its forecast for China's export growth in 2011 to 15.1 percent from 18 percent and slashed its prediction on 2012 export growth to 5.5 percent from 12 percent.
Net exports could subtract about one percentage point from China's GDP growth in 2012, it added.
The People's Bank of China is likely to keep interest rates on hold for now, and could opt to ease policy if exports, investment, and industrial production slow sharply, UBS said.
"If real economic activity such as exports, production, and investment has faltered by then, we think the government could start to ease policy as early as end 2011," Wang said.
The central bank has refrained from raising banks' reserve requirement ratio since June, after increasing it every month in the first half of 2011. It last raised interest rates on July 6, the fifth increase since October.
UBS has also cut its inflation outlook for China to 5.2 percent from 5.3 percent in 2011 and to 3.5 percent from 4 percent in 2012.
